Each Hijri month starts at sunset (Maghrib) — not midnight. The crescent moon is sighted on the evening before the first day. When you set an offset here, you are saying: "[Month] starts after Maghrib on [date]" for that country, which may differ from the Umm Al-Qura algorithm by ±1 day.
